CONSTITUTION

NAME/PURPOSE/GOVERNING PRINCIPLES

NAME

The name of this organization shall be “EGFC”.

MISSION

The mission of EGFC and its members is to develop and maintain the highest quality intercollegiate esports competition to leverage esports as a platform providing opportunity and support to all of its Members and players.

PURPOSE

The purpose of EGFC in partnership with its membership, is to:

  • govern intercollegiate esports competition between its University members
  • provide resources to support its members and players
  • oversee the execution of intercollegiate esports seasons and championships
  • create and publish rules governing intercollegiate esports competition
  • maintain League and competition records

KEY PRINCIPLES

Operations and League policy are driven by:

  • Focus on student benefit and opportunity
  • Celebration and support of diversity among players and Members
  • Competitive integrity
  • Development of an ecosystem promoting the health and safety of players and Members
  • Transparency in governance
  • Sportsmanship
  • Commitment to support and promote the pursuit of students’ academic success

Non-Discrimination

EGFC does not and shall not discriminate on the basis of race, color, religion (creed), gender, gender expression, age, national origin (ancestry), disability, marital status, sexual orientation, or military status, in any of its activities or operations. These activities include, but are not limited to, hiring and firing of staff, selection of volunteers and vendors, and provision of services. We are committed to providing an inclusive and welcoming environment for all members of its staff, clients, volunteers, subcontractors, vendors, Members, and players.

MEMBERSHIP

INSTITUTIONS

OBLIGATIONS OF MEMBERSHIP

  • Members of EGFC will administer their esports program in accordance with EGFC standards and obligations as set forth in League governing documents
  • Members are responsible for verifying the eligibility of their players in accordance with League Bylaws before allowing students to compete in esports competition
  • Members are responsible for providing regular reports as outlined in (SECTION X)

ADMISSION TO MEMBERSHIP

A Member may be admitted to Membership into the League upon the approval of a submitted written application to the General Manager of the League, paying any application or other relevant fees, and signing the required admissions agreement and/or other legal documents.

Applications must be received and approved by September 1st of each year for Members to be eligible to compete in the following season. In the event that an application is not received prior to the deadline, the Commissioner, with advisement from the Board of Governors will evaluate the possibility of such member’s participation in League competition during the current season as an Associate Member of the League with full membership to commence the season thereafter.

New members are granted a period of one (1) year or until the end of their first season with EGFC to resolve any existing agreements that would otherwise conflict with their obligations as a member of EGFC.

ASSOCIATE MEMBERSHIP

An Associate Member

  • can compete in League competitions as approved by the Commissioner
  • cannot participate in League revenue share
  • cannot vote in League elections
  • cannot serve on committees

The Commissioner may waive one or more of these restrictions for Associate Members. An Associate Member will automatically be promoted to Membership status assuming eligibility requirements are met at the conclusion of the current season.

WITHDRAWAL OF MEMBERSHIP

A Member may withdraw from the League by giving written notice to the League in accordance with the EGFC League Participation Agreement.

CONFERENCE AFFILIATES

Athletics Conferences or other associations of Universities or colleges that have become affiliated with EGFC for the purpose of events or championships may develop business relationships with the League and collaborate on certain events. Conference Affiliates are:

  • not considered Members of the League and are not afforded the same rights as a Member
  • certified to administer Conference Championships or other events under the rules approved by the League
  • given authority over decisions within the context of the Conference Championship

ORGANIZATION

The structure for the management and governance of EGFC shall include League officers including a Commissioner who are responsible for operations, business, and execution of programming. The EGFC Commissioner and League officers work on behalf of EGFC Members, and a Board of Governors comprised of EGFC members who oversee EGFC rules and regulations and designate committees responsible for areas designated by the Board of Governors.

LEAGUE OFFICERS

League Officers are full time employees of EGF who are appointed to specific areas of responsibility by EGF management with consideration of advice from the Board of Governors who are responsible for the business of EGFC, league operations, and the execution of other initiatives related to supporting members, players, and the League.

Each officer of the League is expected to act with the highest levels of ethics and integrity, as advocates for the Members and Players who make up the League's membership, and to abide by the League Code of Conduct.

BOARD OF GOVERNORS

The EGFC Board of Governors is responsible for the development and governance of League rules and policies, the creation and management of League committees, the appointment of committee chairpersons, the implementation of changes to League Bylaws, and the maintenance of all League policy documentation.

Composition and term

The Board of Governors will be composed of five (5) to fifteen (15) elected members (see table below) and chaired by the Commissioner who serves as a non-voting member of the Board. The Commissioner shall serve as the tie-breaking vote in the event of a deadlock.

Each member of the Board of Governors is elected by a simple majority of all eligible voting members and serves no more than a three (3) year term that is staggered such that five (5) Governors are elected each year. An individual may not serve more than two (2) consecutive terms on the Board of Governors.

Meetings and Procedures

The Board of Governors will meet at least four (4) times per year, at least once per quarter, and as required. One meeting per year shall be held in person with the remaining meetings held virtually or telephonically . The meetings will be called by the Commissioner, or in the absence of the Commissioner, another officer of the League.

Decisions of the Board must be made by a majority vote in all matters unless otherwise specified.

Reporting

The Board of Governors will maintain minutes of all meetings which are to be made available to members.

COMMITTEES

Committees that are established by the Board of Governors are responsible for making recommendations relative to their assigned purpose to the Board of Governors unless otherwise noted.

In the absence of one of these committees, the responsibilities assigned to that committee will default to management by EGFC League Officers and the Board of Governors until that committee is formed or reformed by the relevant League authority.

Responsibilities of the Chairperson The Chairperson of each committee will be selected by a 2/3rds vote by the Board of Governors unless otherwise noted and will be responsible for:

  • Serving as a non-voting member of the committee, except in the case of a deadlock.
  • Acting as a representative of the Committee to the Board of Governors
  • Ensuring that all relevant reporting documents for the Committee are created and maintained
  • Have the authority to remove a member of the committee in the event of any fraud or malfeasance of such member.
  • Have the authority to appoint and remove members of their committee.

A Chairperson may be removed from their position by a 2/3rds vote of the Board of Governors.

Resources Committee

Purpose of the Committee

The Resources Committee will be responsible for creating and implementing programs and initiatives focused on supporting students at EGFC Member institutions including:

  • Player benefit and resource programs
  • Health and wellness initiatives
  • Social impact initiatives
  • Education and training programs
  • Additional duties as delegated to the Committee by the Board of Governors

Composition and Term The Resource Committee will be composed of between five (5) and thirteen (13) individuals who are appointed to staggered terms by the Board of Governors. Each member of the Committee will serve a two (2) year term that may be renewed up to three (3) consecutive terms.

The Committee must include:

  • The EGFC Director of League Operations
  • One Esports Director (or equivalent position) from a Member institution
  • At least one third of the Committee must be current students at a Member institution

The remaining members of the Committee may include additional representatives from Member institutions or experts not currently affiliated with an institution.

To make appointments to the Committee, the Board of Governors will:

  1. Notify Member institutions of an available position on the Committee
  2. Receive and review nominations and submissions of interest made
  3. Appoint individuals to the Committee at least thirty (30) days prior to the Annual League Meeting

Authority

The Committee may establish sub-committees or task forces to explore specific topics within the scope of the Committee.

Meetings and Procedures

The Director of League Operations will serve as the Chairperson of the Committee and will be responsible for calling meetings as needed. Officers of the League are allowed to attend Committee meetings and provide or receive information but may not vote on Committee matters.

Quorum for the Committee will be a majority of the Committee's voting members and decisions are made by a majority vote of the Committee with each member of the Committee having one vote.

Reporting

For any program or initiative undertaken by the Committee or its appointed sub-committees or task forces, a project manager or managers will be appointed. This project manager will be responsible for providing the Committee with:

  • A detailed plan of execution for the plan including project timelines, risks, resource requirements, and other relevant information
  • Qualitative and quantitative reports at regular intervals detailing the progress and results of the program

A member of the Committee, designated by the Chairperson, will be responsible for taking minutes of each meeting which are to be reported to the Board of Governors within 48 hours of a Committee meeting. The Director of Operations will provide a written report to League at the Annual League Meeting.

Rules Committee

Purpose of the Committee

The Rules Committee will advise the Board of Governors on rules and policies relating to the League and the games it supports. The Committee will be responsible for:

  • Developing and recommending rules and policy changes to the Board of Governors
  • Updating and maintaining League rules and policy documentation
  • Making temporary rulings on extraordinary circumstances not otherwise outlined in League rules and policies
  • Advising any Member, Committee, or League Staff in the interpretation and/or application of any policy or procedure
  • Additional duties as delegated to the Committee by the Board of Governors

Composition and Term

The Rules Committee will be composed of between five (5) and thirteen (13) individuals who are appointed to staggered terms by the Board of Governors. Each member of the Committee will serve a two (2) year term that may be renewed up to three (3) consecutive terms.

  • The EGFC Commissioner
  • One Esports Director (or equivalent position) from a Member institution

Quorum for the Committee will be a majority of the Committee's voting members and decisions are made by a majority vote of the Committee with each member of the Committee having one vote.

Infractions Committee

Purpose of the Committee

The Infractions Committee is responsible for the oversight and implementation of the League’s infraction process including:

  • Hearing complaints brought against Member institutions and Students
  • Overseeing hearing proceedings
  • Concluding violations and determining penalties or other consequences in accordance with the League Infractions Policy

Composition and Term

The Infractions Committee will be composed of between five (5) and nine (9) individuals who are randomly selected from a pool of qualified individuals by the Director of Operations for each individual case. Each member of the Committee will serve until the conclusion of the infractions process for the complaint they were selected to serve for. Additional committees may be established by the Director of Operations if necessary to address the volume of complaints.

The Committee must include:

  • The EGFC Director of Operations (or qualified designee)
  • At least one Esports Director (or equivalent position) from a Member institution
  • At least one student representative if the complaint involves a student

The remaining members of the Committee may include additional representatives from Member institutions or experts not currently affiliated with an institution. The Committee may not include any individual who has a conflict of interest related to the complaint as determined by the Director of Operations.

In order to be entered into the selection pool for service on the Committee, the individual must be nominated by a member and be one of the following:

  • Current university president, chancellor, or other senior institutional administrator
  • Current Esports Director (or equivalent position)
  • Current member of the university’s athletic department staff with experience in compliance and knowledge of esports and the League’s rules and policies
  • Member(s) of the general public, not associated with a Member, with formal legal training
  • A student who is in good standing with both the League and their institution, who has experience in compliance such as university conduct, athletics, or esports

To make appointments to the Committee, the Director of Operations will:

  1. Select the required number of individuals to serve on the Committee
  2. Notify the individuals selected and verify their ability to serve
  3. Replace any individuals unable to serve on the Committee for any reason
  4. Brief the individuals on the case and begin proceedings in accordance with the League infractions process

Conflict of Interest

An individual may not serve on the Infractions Committee for a given hearing if the individual has:

  • A direct connection with an institution or individual that is under investigation
  • A personal, professional, or institutional affiliation that may create the appearance of bias

Individuals are responsible for recusing themselves based on these grounds by notifying the Director of Operations. Parties to the complaint may also raise objections against the involvement of an individual to the Chair of the Committee formed for their case based on the grounds of conflict of interest.

Reporting

At the conclusion of the infractions process for each case, the Committee will prepare a summary of their findings, the decision rendered, and the consequences of that decision. The summary will be provided to the Board of Governors within one (1) week of the conclusion of the hearing.

Ad Hoc Committees

Occasionally, it may be necessary to create ad hoc committees to address specific topics. In such cases, committees may be formed by either the Board of Governors or the Commissioner for a period of up to one (1) year. Committees may be made permanent by a majority vote of the Board of Governors and the existence of the Committee will be added to the League rulebook.

ANNUAL MEETING AND VOTING PROCEDURES

The Members of the League shall meet at least once per year at a time and place determined by the Commissioner.

Voting rights

Each Member in good standing shall have one vote on each matter for which voting is required.

Quorum Quorum will be defined as a majority of the members in good standing.

Modified Robert’s Rules of Order will be adopted for purposes of meeting procedures.

Elections of the Board of Governors

The Commissioner will accept nominations for the Board of Governors up to the date of the Annual League Meeting. Members will vote on all nominees presented to them. Each nominee who receives in excess of 50% of the member vote will be duly elected. In the event that less than the full number of Governors is elected by a simple majority on the first vote, those nominees who received at least 5% of the vote shall be subject to a runoff until such time as the full slate of Governors has been duly elected.

AMENDMENTS

Proposed amendments to the Rulebook may be proposed by any member of the EGFC community to be reviewed and approved by not less than two thirds and 66% vote of the Board of Governors.

Amendments may be proposed at any time for consideration by the Board of Governors.

BYLAWS

PLAYER ELIGIBILITY

In order to participate on a competitive roster in the League, students at Member institutions must comply with both League and Member eligibility requirements. A Member may not permit a student who does not meet these standards to participate in competition.

In order to be eligible for play, a student must:

  • Be a full-time student at a Member institution as defined by the institution
  • Exception: Students who have eligibility remaining while enrolled as less-than-full-time student in their final semester are still eligible to participate as part of a University’s roster
  • Maintain a minimum GPA of a 2.0 on a 4 point scale or equivalent
  • Be in good conduct standing with the League
  • Be in good standing with their University in accordance with University standards

Member Eligibility Standards

A Member may create and enforce their own eligibility standards for participating students so long as they are to a higher standard than those of the League.

Duration of Eligibility

Students may be eligible for a total of four (4) years (16 quarters or 12 semesters).

Self Disclosure of Eligibility

Each Member is responsible for submitting a report of eligibility status of each player each week at least 24 hours prior to their scheduled matches to the Director of Operations or their appointed liaison.

Redshirt Option

Members may elect to “redshirt” a player on their roster, meaning that a student may participate in organized team activities but may not compete in organized competition without counting against the student’s four years of eligibility.

A student may be designated as a “redshirt” for any reason for up to one (1) year after which their status will begin to count against their duration of eligibility.

A student may participate on a club team while designated as a redshirt.

Member Teams:

The number of players on a unique roster are unique to each game.

Teams designated as the University’s official team may only compete in approved EGFC competitions and events. Members may institute policies restricting the number of teams an individual player may participate on.

Transfer Rules

  • In the event that a player transfers to another school within EGFC membership, they may compete for their new University’s formal team(s). Before being eligible to compete, the transferring player must serve a one (1) year (3 semesters or 4 quarters) probationary period before becoming eligible to compete. This probationary period does not count against the student’s eligibility.
  • The probationary period may be waived by a majority decision of the Rules Committee
  • If a player is ineligible due to the outcome of an infractions hearing or other reason at the time of their transfer, they must satisfy the terms in order to become eligible before playing for their new university.

PLAYER ALIASES (In-Game Names)

Player Alias Guidelines

A player alias, otherwise known as an in-game name (IGN) or handle selected by a player to be used as their personal identifier in their chosen video game during League play must:

  • Comply with the EGFC Code of Conduct
  • May not include any offensive or explicit content per the EGF Code of Conduct
  • Use the same IGN registered with the League in the server during gameplay

Players found to have an invalid alias will not be allowed to play in League play until their alias has been changed.

Changing a Player Alias

The alias that a player registers with the League is their official name through the period of their eligibility, unless a name change request is granted by the League.

A player may apply for a name change by submitting a name change request to the League by email, detailing the name change (e.g., changing account name from “[original name]” to “[new name]”), and await approval before performing the name change.

  • In order for a name change to be granted by the League, a player must submit the following information:
    • Submit a description of the name change (e.g., changing account name from “[original name]” to “[new name]”)
    • Proof of name change that may be a receipt from the publisher or game platform or if this is unavailable, a screenshot of the player’s in-game profile screen before and after the change, or another form of proof of name change that must be pre-approved by the League

PLAYER BENEFITS

Benefits Provided by the League

Member institutions may, at their own discretion, permit their players to participate in EGFC’s player benefits program. Unless otherwise restricted by a Member institution, students competing in EGFC are permitted to receive benefits from the League in relation to the use of their image rights including name and likeness by the League and their talents in gaming.

Should a University elect to participate in the League-sponsored player benefits program, each such player will be required to utilize the League’s designated agency for such purpose.

Benefits Provided by the University

  • Scholarships - A University may provide a scholarship to their players in whole or in part up to the total amount of tuition required for attendance at the University
  • Housing / residence accommodations - a University may provide subsidized on-campus housing in whole or in part for their players
  • Meal plans - Universities may provide meal plans to their players
  • Student employment
    • A Member may employ a student so long as their application for the position complies with general Member Institution policies
    • The student cannot be compensated to any greater level than would be standard for someone in that job
    • All rules apply to jobs off campus or jobs not directly affiliated with a University

RECRUITMENT

Recruitment is defined as the solicitation of a prospective student, parent, guardian, relative(s), or coach by the representative of a Member institution for the purpose of securing a commitment and ultimately participating in the University’s esports program.

All Members are expected to police the actions of their representatives and ensure that all individuals follow the League’s rules on recruitment and the Code of Conduct.

Limits on Recruitment:

  • Prospective-students may not be contacted before the start of their junior year of high school although coaches at Member institutions may request game film or other materials used for evaluation of potential recruits directly from the prospective-student’s high school prior to this time
  • University staff or representatives may not contact prospective-students that have signed a Letter Of Intent (LOI) to attend another university or current students at other Member universities in an attempt to recruit them
  • If an institution is attempting to recruit a student who is already on campus, contact shouldn’t create a hindrance to the academic obligations of the student

Recruitment Process:

Member institutions are to use the following process in the formal recruitment of a prospective-student:

  1. University determines interest in a prospective student
  2. University verifies with EGFC that student is not committed to another University
  3. University contacts prospective student in adherence with League guidelines
  4. Student decides to commit to University and signs official Letter of Intent
    • Commitments in any form other than in writing are considered non-binding
    • Should the student fail to gain admittance into the University then their LOI will be considered void
  5. University notifies EGFC of the signed letter
  6. Student is registered with Student database maintained by the League

GAME TITLES SUPPORTED BY THE LEAGUE

ADOPTION OF NEW GAME TITLES

The lifecycle of a video game is not indefinite and therefore, the League has created a policy to facilitate the introduction or removal of a game title into League play.

Evaluating Potential Game Titles

On a regular basis, the Director of Operations or a member of their staff will provide briefs to the Board of Governors summarizing the announcement and release of new game titles that may be considered for adoption into the League.

In order to be considered for introduction as a formalized game title in League play, the game must:

  • Have a competitive mode
  • Be in a stable state of gameplay
  • Have continuing support from its developer and/or publisher
  • Be technically viable to support and run organized competitions
  • Show sufficient interest from the student body across League Members

Potential game titles may be adopted by the League through the following process:

  1. The Board of Governors commissions an ad hoc exploratory committee under the direction of the League General Manager to evaluate the game title
  2. The Committee then begins the formal evaluation of the game title based on the League’s game title eligibility requirements which may include working with Members to survey their student bodies. Simultaneously, the League begins engaging with the developer/publisher of the game regarding the acquisition of a license to operate the game should it be adopted
  3. The Committee prepares and publishes its findings for review by League Members
  4. At the next League meeting, the General Manager leads a discussion and vote of all Members to decide whether or not to adopt the game title
    • In order to be formally adopted, the game title must have at least 8 Members commit to fielding formalized teams to compete in the League the following season
  5. If the game title is confirmed as a title for the next season, the Board of Governors then directs the Rules Committee to form a sub-committee for the game title and draft the game’s ruleset
  6. In collaboration with the Rules Committee, League staff determines competitive schedules, secures any relevant licenses , and any other logistics related to the launch of the new game title to begin competition
  7. As the game title is introduced, League staff works with Members who have committed to fielding teams to launch their new programs and provide any necessary support to the Member’s program staff.

Unless otherwise determined by the Board of Governors, new titles being introduced to the League must be approved by July 1st each year.

Game titles which release an annual version of the same game are exempt from this adoption process unless a significantly substantial change is made to the game that would dramatically alter its ability to act as a competitive title as evaluated by the ad hoc committee.

REMOVAL OR CHANGE OF STATE OF A GAME TITLE WITH THE LEAGUE

Evaluation of Supported Game Titles

Each Fall, the Board of Governors will authorize an ad hoc committee directed by the Director of Operations to evaluate the state of game titles currently supported by the League. This committee must include at least one (1) member of the rules committee per game title. The evaluation of each game may begin in November of each year and final reports must be submitted to the Board of Governors by May 1st of the following year.

The Committee will be responsible for evaluating each supported title by examining the following:

  • General state of the game (active player base, continuing level of support from the developer or publisher, and other factors relevant to the general health and performance of the game title)
  • Popularity of the game on Member campuses with regards to players, spectators, and community members
  • Economic circumstances and financial viability
  • Other factors relevant to accurately describing the status of the game within the League, Member campuses, or the general public

Reporting

By May 1st each year, the Committee will provide a report to the Board of Governors summarizing their findings for each game title.

After receiving the Committee’s report, the Board of Governors may take steps resulting in: “No Change” - the League continues to support organized competition for the game title

“Update" - the Board of Governors may direct the Rules Committee or an ad hoc committee to recommend changes to improve the state of the game within the League.

“Termination of Seasonal Support” - the League will no longer support formal organization competition for the game title but may still provide some level of support

If a game fails to garner a minimum of eight (8) teams for the next season prior to the end of the Fall Split of the preceding year then the game will be designated as a probationary title. While under this designation, the Board of Governors will consider making changes to the League’s relationship with the game in an effort to improve participation, or removal from League play.

COMPETITIVE PLAY

Match Procedures

Use of Third Party Communication Platform

During League play, all teams are required to use the official EGFC communication platform for in-game communications. While using the designated platform, student aliases on the platform must match those that are used in-game.

Officiating

During all matches, EGFC officials will be present on the EGFC communication platform for the purposes of:

  • Coordinating logistics of lobby creation, interaction with broadcast team, and general support for the teams playing
  • Verification of team rosters – proper players in lobby, teams in lobby on time, etc
  • Addressing any questions or complaints and making live rulings
  • Recording any infractions during the matches for the official record

Player Substitutions

Teams may substitute players from their registered rosters between matches in a competitive series. For example, in a best of 3 series, a team may make a substitution between match one and match two but not during match one. These substitute players must be registered with EGF as part of the team and may not join a game lobby during a game in which they are not playing. There are no limits as to how many players may be substituted at one time.

Character Restrictions

In the event of a major bug or decision of the developer, select characters may be restricted from gameplay for a period of time by EGFC officials. Decisions on any character restrictions will be made the day of the match and teams will be notified at least one hour prior to the start of the first match of the day.

Team Forfeits

A team will be considered to have forfeited a match if a team:

  • Does not have a team representative present at competition check-in OR has not received prior written confirmation that they are exempt from the check in from an EGF admin
  • Does not have a complete team present and ready to play within 15 minutes of the scheduled start time
  • Exceeds the maximum allowed pause time as outlined under "Server Crashes and Disconnects"
  • Other actions or circumstances determined by an EGF admin that renders the team unable to complete a match

A team that accrues more than three (3) forfeits in a given split will be removed from the schedule with the remainder of their opponents being awarded forfeit wins.

In order to be readmitted for the following split, the team must submit a new application to EGFC which must be approved prior to the commitment deadline of the following split.

If a team is removed from the Spring split due to forfeits, they will lose their eligibility to participate in League playoffs.

Server Location

If the game being played allows for the selection of a specific region or server location, the game shall be hosted best suited for the location of the teams playing (i.e. if both teams are located on the east coast, an east coast server location shall be used).

If the teams playing are from different regions and there is the potential for a substantive difference in performance which creates a benefit for one team over the other, the location of the server will be chosen first by an attempt of both teams with assistance from EGF officials to find a mutually acceptable server.

If it is not possible to find a mutually agreeable server by the state of the match, the server being used may be changed from match to match within a series to maintain competitive integrity by the following guidelines:

  • The designated home team during the regular season, or higher seed in tournament play, will select the location of the server for the first game in the series
  • For the remainder of the series, the losing team of the previous match will select the server location for the next match in the series
  • In a best of one, the teams may mutually agree to a server location or defer to a coin toss in which the home team or higher seed will call the coin toss

Server Crashes and Disconnects

This section describes the general stoppage of play guidelines for League play. Individual games may outline additional steps or restrictions specific to its gameplay noted under the “Game Title Rules” section.

  • Server Crash:
    • In the event of a game server crash, the match will be restarted using the original settings and picks/bans/side selection if applicable to the specific game following the procedure outlined in the "Match Reset Procedure".
    • Teams are responsible for ensuring their choices are exactly the same as the disconnected match during the remake, to the best of their ability, and any deviation from this is considered unfair play and will be dealt with accordingly.
  • Player Disconnect:

    • If a player disconnects, only the Captain (or a designated player if the Captain disconnects) of the disconnected player’s team may pause the game. The pause for either team may not exceed a total of fifteen (10) minutes per series. If a team pauses for longer than fifteen minutes total within a match, the pausing team will forfeit that round.
  • If a pause is not technically possible, the match will be reset following the procedure outlined in the "Match Reset Procedure".

  • Stoppage of Play:

    • A player experiencing technical issues on any team may have their captain pause the game.
    • The player must be experiencing a hardware malfunction (e.g., monitor, peripheral). The captain may pause or call for a pause depending on the technical mechanics for each game, then the team requesting the pause must declare the issue to a League Official immediately.
    • Once the issue has been resolved, the League Official will verify that both teams are ready to resume play and unpause the game. If the issue cannot be resolved within a 15 minute period, the team experiencing the issue may play down a player or forfeit the match.
      • The team may only continue a match that is underway down a player, they may not start a match without a full team.
    • If an unintentional disconnection occurs within 1 minute from the start of the match and before the first major benchmark of the game –OR– a player’s client crashes or fails to load the match, then the match must be restarted with the original settings. If the unintentional disconnection occurs after those milestones, the game will continue as normal, barring any decision by team captains to pause, the disconnected player may reconnect into the game as soon as they are able.
    • If a player intentionally disconnects without specifying a reason, then the gameplay will continue.
    • If a server crash occurs, then a League Official will decide between (a) restarting the game, or (b) awarding the game to one of the teams. A victory will only be awarded upon server crash in a situation where one team was on the verge of certain defeat (e.g., a nexus was about to be destroyed).
  • Match Reset Procedure

    • If a server crash or player disconnect where an in-game pause is not possible occurs, a League Official will decide to restart the match or declare victory based on the following criteria and procedure:
      • Restart the match from the beginning - if the server crash/disconnect occurs before the first major milestone of the match or within the first minute, the match will be restarted from the beginning using the same picks/bans/map/side selection, with no further adjustments
      • Reset the match to its previous state - if the server crash/disconnect occurs after the first major milestone or the first minute/round of play then the match will be reset using the same picks/bans/map/side selection and as close to the state of the match at the time of disconnect.
        • In CS:GO - the match will be reset to the beginning of the round where the disconnect/crash occurred including round score and money as close as possible
        • In FIFA - the match will be reset to the same number of goals scored on each side and the clock ran down to the same time as when the disconnect/crash happened
        • In Rocket League - the match will be reset to the same number of goals scored on each side and the clock ran down to the same time as when the disconnect/crash happened. The final goal to reset the score should be scored at approximately the same time on the game clock as when the disconnect occurred and play shall resume normally beginning with the next kick off.
        • In SSBU - the match will be reset to the same number of stocks and damage percent for each opponent and the clock ran down to the same time as when the disconnect/crash happened. The players will then take neutral positions on the stage and resume play
      • Awarding the match victory to one of the teams - if one team was on the verge of certain defeat (e.g. a Rocket League team is up by 5+ goals with less than 10 seconds left), then the match will be awarded to the winning team and the series will continue.
    • This decision will only affect the specific game within a series. The rest of the series will continue as usual.

    • If a specific game or scenario falls outside of these criteria, it will be the sole discretion of the League Official to decide on how to manage the situation.

GENERAL SEASON STRUCTURE

All game titles played in the League, unless otherwise stated in the rules, are played under the same general season structure starting from October through April of the following year in the following phases:

  1. Fall Split (October-December)
  2. Mid-Season Break (December-January)
  3. Spring Split (January-March)
  4. Region and Conference Post-season (March)
  5. League Tournament (April)

Regular Season Structure

Each split is comprised of eight (8) weeks with one (1) intercollegiate match per game occurring each week for a total of eight (8) matches per split and sixteen (16) matches per regular season plus an additional "flex" week to accommodate teams with byes throughout the regular season.

Each match during the regular season is to be played online unless otherwise determined by EGF Officials during the scheduling process.

Scheduling procedure

Scheduling will be the responsibility of EGF Officials in collaboration with Members and Conference Representatives. Schedules must be established and published by the second week of September. When scheduling, the individuals creating the schedule will prioritize:

  • Conference affiliation
  • Historical relevance between school (e.g. traditional rivalries)
  • Geography
  • Skill levels of respective teams

Rescheduling Matches

Teams must play their matches on the dates and times provided in the schedule provided at the beginning of each split.

Teams may request a change to the time of their match at least seven (7) days prior to the scheduled game but may not reschedule the match to a different date unless granted permission by the Commissioner due to extenuating circumstances.

Should circumstances arise that require the postponement of a scheduled match during the regular season which is outside of the control of the teams, teams must play their scheduled match by Friday at 11:59PM Eastern Time of the following week.

League Schedule Adjustments

The League reserves the ability to alter the schedule including regular season matches, postseason events, and championships, and any other League competitions if deemed necessary by the Commissioner or General Manager.

League Standings

The League will maintain a list of standings for each game title supported as a season for both each team's standings within their assigned Conference and within the League overall. The standings will be determined by each team's win percentage (wins divided by their total number of series played) then by map or round differentials.

Suspension of League Play

In certain circumstances involving tragedy or Acts of God, the League may choose to temporarily suspend competition for a period of time. The decision to suspend competition will be made by the Commissioner in consultation with the Board of Governors after which the Commissioner will provide a plan of action to all Members.

EGFC Postseason

Eligibility for Postseason Participation

Student Eligibility

In order to be eligible to participate in the League postseason, a student must meet all eligibility requirements set forth by the League and their institution.

Member Eligibility

In order to be eligible to participate in the League postseason, an institution must be a Member in good standing with the League,

Regional and Conference Tournaments

At the conclusion of the regular season, each region or Conference will host a postseason tournament for their Members for each game title. All game titles are to be treated independently with the performance of a school in one game title not affecting others. Each tournament will consist of a double elimination bracket using the rules for each game title played therein (Game Title rules). These tournaments may be held in-person or online and must be completed before March 31st.

Postseason Seeding

Each Conference tournament is to be seeded by the League in collaboration with the Conferences (as appropriate) based on the following:

  1. Competitive match record within assigned region or Conference
  2. Round or Map Differential
  3. Overall League record
  4. Strength of schedule

Athletics Conference Tournaments

Postseason tournaments hosted by a Conference must include at least four (4) unique universities fielding teams in a specific game title who are Members or Associate Members of the Conference, or are otherwise assigned to the Conference by mutual agreement between the Conference and the League.

Championships

At the conclusion of regional and Conference championships, EGFC will host a National Tournament for each game title consisting of a group stage and single elimination championship stage.

Automatic Qualification

Teams automatically qualify for the National Tournament by winning a regional or Conference tournament.

League Championship Qualification

Teams not automatically qualifying through a region or Conference tournament may qualify for the National Tournament by League ranking in their respective game title. The selection of teams for the National Tournament will be made by an ad hoc committee authorized by the Board of Governors during the Spring Split evaluating overall wing percentage, round or map differential, strength of schedule, and other factors relevant to regular season performance.

INFRACTIONS

The purpose of the Infractions Process is to ensure the policies and standards of the League are upheld in an expedient, fair, and transparent manner for all Members and players.

Penalties Penalties assessed by the Infractions Committee shall follow guidelines that categorize various infractions into appropriate consequences to maintain consistency of rulings over time. Penalties shall take into account the severity of the infraction(s), mitigating or aggravating factors, and extenuating circumstances relevant to the complaint.

Disclosure The League, Members of the Infractions Committee, and parties involved with the infraction(s) will not disclose any details related to the complaint throughout the duration of the infractions process. These parties are not to confirm nor deny the existence of ongoing hearings. Should information leak to the public, the League may make public statements to correct information that is public.

At the conclusion of the Infractions Process, including appeals, the Infractions Committee will publish a summary of the Committee’s findings and penalties levied.

No Retaliation

The League or its Members may not take any retaliatory actions against individuals cooperating with the Infractions Committee.

Infractions Process

  1. A complaint may be brought to the EGFC Infractions Committee at any point. The complaint will be reviewed by the Director of League Operations who will determine as to whether the complaint is sufficient to hold a hearing.
  2. Should a complaint be found sufficient:
    • A notice of allegation is made to the Member institution or individual(s) informing the party that a complaint has been made including the nature of the alleged violation and an official request for cooperation.
    • Committee members are to be selected to hear the case.
    • The accused player or team will be suspended from competing until the completion of the Infractions Process.
    • Based on the severity of the allegation and time required to complete the pre-hearing process, including discovery, the committee will schedule a hearing as quickly as possible.
  3. During the infractions hearing the committee will allow statements from both the complainant and the accused party and review any evidence reported regarding the infraction. Upon the hearing’s conclusion, the committee will deliberate and report the ruling to the involved parties. The committee is obligated to issue an official statement regarding the status of the involved parties within 48 hours. Until the official committee decision, no public statements shall be given on any hearings by any EGFC staff.
    • In the case that a ruling must be made in an area that is not explicitly defined by the Code of Conduct or EGFC rulebook, EGFC reserves the right to grant the Infractions Committee authority to make judgment, and/or request the EGFC Infractions Committee, or a specially-appointed committee, to rule on the case, and update the Code of Conduct as appropriate.

DISCIPLINARY ACTION

The following is a non-exhaustive list of potential sanctions to be levied against parties found in violation of the League’s rules or Code of Conduct:

  1. Verbal warning
  2. Written warning
  3. Immediate forfeit of the current round/map
  4. Immediate forfeit of the game/match
  5. Expulsion from the event
  6. Forfeiture or withholding of league revenue share or financial awards
  7. Probation with set conditions
  8. Suspension from EGFC competition
  9. Ban from EGFC competition for a period of time
  10. Reparations, corrective actions, workshops, and/or training
  11. Referral to authority (school or law enforcement)

APPEALS

At the conclusion of the initial hearing, a party may appeal the conclusions drawn by the Committee on the following grounds:

  • New evidence in support of the party in question
  • The nature or severity of penalties assessed fall outside of parameters set forth by the guidelines adopted by the League or case law
  • An error was made by the Committee that, if not for the mistake, would alter the findings or conclusion

Appeals Process

  1. The relevant party must notify the Director of League Operations of their official decision to appeal.
  2. The Director of League Operations shall determine whether the appeal is granted based on the criteria set forth in these Bylaws and convene a new committee consisting of qualified individuals within one (1) week of the official ruling or as soon as possible. Until that case is heard, the official ruling made by the EGFC Committee on Infractions will be in effect.
  3. A decision by the Appeals Committee may be appealed to the League Commissioner within one (1) week of the official decision based on the same criteria.
  4. Should a decision be overturned by the League Commissioner, affected match(es) may be overturned or otherwise adjusted.

GAME TITLE RULES

Chess

Chess will be played on Chess.com with each Member represented by a team of at least three (3) players.

Game Format

Each team will play one match per week against another team during the regular season followed by a League Tournament in accordance with the standard League Tournament format.

Each weekly match will be structured as a 3v3 team match in which all three of each team's players will complete three, 3|0 blitz-style games. Points will be awarded to players based on the results of each game in the three game series. Once all three players have completed their three game series, the team with the most points earned will be declared the winner of the match.

Points awarded per game based on results:

  • Win - 3 points
  • Draw - 1 point
  • Loss - 0 points

Chess Match Procedure:

  1. Each team declares their three selected players prior to the start of the match
  2. Both teams declare their first player to EGF who will then inform both teams of the selection simultaneously.
  3. The first series is played to completion
  4. The winning team then declares their second player
  5. The losing team then declares their counter-pick
  6. This process is repeated until all three series have been played
  7. Points from each series are totaled and a winner is declared

Anti-Cheat Procedures

Every tournament played throughout the series will be audited by Chess.com compliance experts for irregularities. Should a player be found in violation of competitive integrity rules by Chess.com or EGF staff, the player will be immediately disqualified from the tournament.

Counter-Strike 2

Game Format

Each series played during the regular season will be a best of 2. Each series played in the postseason will be a best of 3.

Map Pool

The season will be played on the current "Valve Active Duty" map pool which consists of:

  • Anubis
  • Inferno
  • Mirage
  • Nuke
  • Overpass
  • Ancient
  • Vertigo

Lobby Hosting

All lobbies will be created and hosted through EGF's third party hosting partner. Additional directions may be provided on a week by week basis as needed. Please refer to an EGF Official for specific questions.

Fair Play

In addition to the fair play rules outlined in the EGF Code of Conduct, each team is expected to adhere to the following standards:

  • Anti-Cheat - All players are required to install the anti-cheat client of the third party hosting partner in order to participate in all EGFC matches.
  • Scripts - All scripts except for buy, toggle, demo, and jumpthrow scripts are forbidden.
  • Configuration files - Configuration changes are allowed so long as they do not create an unfair advantage.
  • Third party software - all third party software not explicitly allowed by EGFC or its third party hosting partner are not allowed at any time.
  • Uncommon map positions - If a team intends to use a position not commonly known in a map, they should report their intent and position to an EGF Official at least one day prior to their scheduled match to receive verification that the position is allowed.
  • SteamID - the Steam ID for each player on a team must match those that are registered with their team on their roster submitted to EGF

Spectator Policy

Non-players may spectate the game via GOTV.

Game Settings

  • All CS2 matches will be played as a standard best of 30 format with standard round times, bomb timer, money awards, etc.
  • Overtime will be played as a standard best of 6 overtime format with both teams starting with $16000 in OT money
  • Additional overtimes may be played until there is a definitive winner

Side and Map Selection

EA FC 24

FIFA will use the most current Playstation version of EA FC.

Match Format

Each match played during the regular season and postseason will be a best of two series using a one on one format. A team will be declared the winner by:

  1. Win both matches in the series or
  2. Win one of the two matches and complete the series with a higher goal differential

Goal differential is calculated as the total number of goals scored between both matches. If a team forfeits one of the two matches, their opponent will be given a game win and two goals will be added to their differential.

Tiebreaker Match

If at the conclusion of the series, both teams have won one game each and have the same goal differential, a third match will be played with the first team to score a goal being declared the winner.

Roster Composition

Each team shall consist of at least two unique players with no limit to the maximum number of players that may be on the roster at one time.

In the event that a team is unable to field a second player, the teams will play the first match as scheduled. The team with a full roster may agree to allow that team to play both games with one player. This must be agreed to before any games are played.

If the opponent does not agree, or a player becomes unable to play the second game once the series has begun, the team with a full roster will be awarded a forfeit for the game or games in a series that cannot be completed.

Game pauses:

Players may request a pause up to 3 times per series only for the purpose of making a tactical change to their squad including substitutions, formation changes, or tactic adjustments. Intentional pauses while the ball is in play may result in disqualification. Technical pauses due to outside issues such as a power outage will result in play resuming from a point determined by EGFC Admins.

Draws:

In the event of a match being a draw at the conclusion of regular time, the game will continue into extra time. Should the game extend past the 15 minute extra time periods, the game will conclude in a penalty shoot-out.

ADDITIONAL MATCH GUIDELINES

  • Training Items are not allowed.
  • If possible, players should record all their matches using the built-in recording on their console or external recording device, these should be saved and available to be uploaded in case of dispute.
  • Players should not manipulate their internet connection to negatively affect their or their opponent’s connection or gameplay.
  • Players should each have a light-colored jersey and a dark colored jersey and should choose the opposite of one another to avoid confusion. If Players can’t agree, the home player should choose a dark-colored jersey and the away player a light-colored jersey.
  • In the event of a disconnect, the game should be resumed with an implied score and the remaining time in the match played out.
  • Players should be prepared to report their scores immediately if officials are not able to spectate or otherwise view the score.

Overwatch 2

Match Format

All matches played during the regular season and Conference/Regional and League Championships are to be played as a “first to three” series where the winner is determined by the first team to achieve three individual map victories.

Game Spectators

Overwatch teams are permitted to have coaches or team managers spectate in-game using the locked spectator option.

Role Selection

Each player must select a role (Tank, Support, or DPS) to play at the beginning of each map. Players may not change roles during a map but may change their role between maps in a series.

Map selection

During the regular season and postseason, maps for each match will be played in the following order:

  • Control
  • Hybrid
  • Push
  • Escort
  • Tiebreaker: Control
  • Tiebreaker 2: Control

Regular season map pool

The League will provide a fixed map pool for each split a minimum of one (1) week prior to the start of each split during the regular season. Each pool will be split into two (2) groups of maps one of which will be played for the first four weeks of the split, and the second group being played for the second half of the split.

Each map pool will consist of

  • Four (4) fixed control maps (Map 1, 5, 6, and 7 in order)
  • Two (2) hybrid maps that alternate each week
  • Two (2) push maps that alternate each week
  • Two (2) escort maps that alternate each week

Postseason map pool

During the League postseason, including Conference and League Championships, the League will provide an expanded map pool to be used in each match. The first control map will be pre-selected by the League and the map used in subsequent matches in the series will be selected by the losing team of the preceding match including tiebreakers.

The map pools will be announced a minimum of two (2) weeks prior to the start of the first Conference Championship and will be comprised of:

  • Five (5) control maps
  • Three hybrid maps
  • Three push maps
  • Three escort maps

This map pool is selected at the beginning of each split and is updated with the game. Maps will be set for each week during the season from this available map pool. with the option to update the pool after each split. Should the pool be changed or expanded, EGFC will inform all teams at least fourteen (14) days or as soon as possible prior to the start of the next split. The current available map pool is:

Rocket League

Game Format

All games played during the regular season and postseason will be played as a best of 5 series except for the finals of Conference Championships or League Championships which will be a best of 7.

Game Spectators

Teams are permitted to have coaches or team managers spectate in-game.

Game settings for Rocket League:

If playing in a broadcasted match, the EGFC producer will create the lobby, select settings, and invite each team once completed.

Super Smash Bros. Ultimate Rules

Match format

SSBU matches will be played using a team format with each team consisting of five (5) unique players. The match itself will consist of five 1:1 matches using the settings outlined below. Each team will select a player to compete in each round then those players will compete in a 3 stock best of 3 series.

Match Scoring

Each individual match victory will earn their team two (2) points towards their team score, and each player earns an additional one (1) point for each stock remaining when they win. At the end of the match, the team with the most points wins.

If a team forfeits an entire match, their opponent will be awarded five (5) round wins and ten (10) points towards their League standings.

If a team forfeits an individual set during their match, their opponent will be awarded six (6) points and one (1) round win towards their team score.

Declaring Eligible Players

Teams select a minimum of five (5) and maximum of (7) players as their starting roster for each series and submit their player list to EGF at least 30 minutes prior to the team’s scheduled match time. In emergency situations, exceptions may be made at the discretion of EGF Officials to allow alternate players, who are registered with a team, to participate in a match in place of the original player.

  • Players should contact opponent via Discord and obtain their Nintendo ID to add them to their Nintendo friends list and create a custom match lobby

Stage List/Selection

  • Players are to pick and ban stages using the following process in a 1-2-1 order:
  • On Discord, the designated home player uses ‘/flipcoin’ command
  • The winner of the coinflip gets choice of banning a stage first or second

Game #1 stage ban

  • The player banning first chooses one of the five stages from the “Starter Stages” list to ban.
  • The player banning second chooses two of the remaining Starter Stages to ban.
  • The player banning first chooses one of the two remaining Starter Stages to ban.
  • The remaining stage is the stage game #1 is to be played on

Game #2

  • The winner of Game #1 may ban two stages from the combined list of Starter and Counterpick Stages.
  • The loser of Game #1 chooses a stage from the list of starter and counterpick stages.
  • A stage cannot be selected if the other player has banned it or the choosing player has already won on the stage in this match.

Game #3 and beyond uses the same process as Game #2

Character selection:

  • Each player makes their selection before the start of a match
  • At the conclusion of each stage, both players may select a different character or continue using the same character
  • Mii fighters - Mii Fighters must use their default costumes and must use a Guest Mii. Any player who intends to use a Mii during a set must declare they are creating Mii Fighters before the set. Mii Fighters should be named after the combination of special moves chosen, listed in the format “XXXX” (where X represents the numbered option chosen for the special moves in the top-down order they appear in the selection menu). Any combination of moves may be used, but all movesets must be decided before the set begins and are not permitted to change for the duration of the set.

Controllers

Players may use any standard controller compatible with the Nintendo Switch. Modifications to controllers are not allowed except in the case of approved specialized controllers for persons with disabilities.

Online rules

  • All players competing online must use a wired internet connection.
  • Players may request one lag test during their set

Game Spectators

Teams are not permitted to have coaches or team managers spectate in-game.

LAN Rules

Character selection

Players will use a “double blind” character selection when playing on LAN. Each player will indicate their character selection to an EGFH official in secret then the official will verify selections as they are made.

Play interruptions

In the event that a game is interrupted by external conditions such as a power failure, the stage is to be reset and replayed.

Stalling

Stalling, or intentionally making the game unplayable, is banned and at the discretion of tournament staff. Examples of stalling include (but are not limited to): reaching a position where your opponent cannot attack you, becoming invisible, continuing infinites past 300% or repeatedly traveling under the stage in an attempt to avoid combat. Stalling will result in a forfeit of the round for the offending player.

Match Format

Each match played during the regular season will be played as a best of three series.

RIOT IDs

All players must register using their RIOT ID registered to the North American region and may not change that during the series.

Game Patches

  1. Matches will be played on the most recent patch released by Riot Games.
  2. If a patch is introduced within one week of the start of a series or during a series, any new content, including new Agents but excluding new maps, included in that patch will be considered available to all teams unless otherwise stated by either EGF or Riot Games.

Lobby Creation

All lobbies will be created by the EGF production team and each team will receive join instructions via the official EGFC Discord

  • Match lobby mode: Tournament
  • Overtime: Win by 2

Map Pool:

EGFC will use maps currently considered as a part of the "Active Pool" as officially designated by Riot Games and their official professional circuit. In the event of a chance to the Active Pool during an EGFC Season, EGF will provide a two week grace period before introducing the map into League play.

Map Selection:

Before the beginning of each series, the higher-seeded team, or "Home Team" as decided by EGF will have the choice of banning (Team A) or choosing (Team B) maps first. Then, map selection will proceed as follows:

  1. For a Best of 3
      1. Team A bans one Map
    • Team B bans one Map
    • Team A picks Map 1
    • Team B picks side for Map 1
    • Team B picks Map 2
    • Team A picks side for Map 2
    • Team A bans one Map
    • Team B bans one Map
    • Map 3 is only Map remaining
    • Team A picks side for Map 3

Agent Selection Process

Once Agent Select has started, Players will have 85 seconds to pick their Agent, with both Teams picking simultaneously.

If an Agent selection error is made by a team during the selection process, a team may request a reset by notifying an EGF Admin before time expires. Should a reset be granted, all players must select the same Agent up to the point of the error. If a player fails to request the reset prior to time expiring, no reset will be granted and the match will be played with the selected Agents.
